A template to segregate the expenditures on children from the State Budget is a useful exercise to provide a bird’s eye view of the availability of public resources for the development of children in the state. For instance, 18 per cent of Tamil Nadu’s budget was spent on children in 2017-18 and in absolute terms it increased around 280 per cent in a decade.
