Education and Development

About the Book

The theme of the book—education and development, is central to the current contemporary discourses on development. The nexus between education and development is strong and deep-rooted. Education contri-butes to several dimensions of development—economic growth, poverty, inequality and social development. But education is affected by structural adjustment and globalisation policies and the accompanying policies on financing, and private education. With respect to all these, many countries have valuable experiences and hence can learn from each other. The book that includes one dozen articles prepared by the author over the last 2-3 decades provides a critical discussion on these and other related themes. The purpose of the book is to stimulate sound and informed thinking about some of the critical issues in education and development.

Praise for this book

Dr. Tilak has provided us with valuable insights illuminating the grey area of education in India, which is vast, varied and complex. Despite the limitations of data on many vital aspects, he is able to give us through a dozen reflective pieces an account of policy options and challenges while India awaits the role of education as a major transformative agent. Dr. Tilak deserves our gratitude for this timely endeavour.
— J. Veera raghavan, Former Secretary, Ministry of Human Resource Development, Government of India.

[The book is] rich in empirical insights with suitable application of statistical techniques wherever needed. [Tilak’s] studies are characterised by an element of freshness in the approach. His analysis of issues of education in India in particular, provides useful insights for policy making. His studies provide directions to young researchers also, who wish to take up this area as their research field. Many questions which he raises can inspire young researchers to develop conceptual studies as well in the field.
— P.R. Panchamukhi, Professor Emeritus & Chairman, Centre for Multi-Disciplinary Development Research.

[Tilak has] over long years through writings compelled policy makers and others to focus on many aspects of education.
— C. Rangarajan, Chairman, Madras School of Economics; Former Chairman, Economic Advisory Council to the Prime Minister of India & Former Governor, Reserve Bank of India.

Professor Tilak, a nationally and internationally reputed economist of education, through invaluable contribution to research, has very significantly influenced research and analysis and formulation of public policy in the field of education and related development areas in India and internationally. Professor Tilak has been a powerful champion of universalising quality school education and widening the base and improving the quality of higher education in India.
— Muchkund Dubey, President, Council for Social Development; Former Foreign Secretary and Professor, Jawaharlal Nehru University.

Tilak’s work over the past several years has been outstanding and his scholarly production extraordinary.
— Peter Hackett, Former Professor & Dean, University of Virginia.

Professor Tilak’s publications are valuable not only to researchers but also to lay men like me who dabbled with education policymaking. I read most of his articles again and again not only for information but also for rare insights, and more importantly for provoking me to think through my economic and educational beliefs as well as the stands I took on different policy issues.
— R.V. Vaidyanatha Ayyar, Former Secretary to Government of India and an eminent author.
